HUNTINGDON ROAD PATIENT PARTICIPATION GROUP ANNUAL GENERAL MEETING

1. Celia Lindsay, Acting Chair of the Patient Participation Group
(PPG) introduced the meeting and speakers.
She gave a brief explanation of how the PPG had come about. There had
been a patient group run by the Practice which met occasionally.
Following strong government encouragement nationally the Practice
decided to undertake a patient survey and this required a patient
group to be very involved. Around 20 patients formed part of the group
(PPG) and were involved in considering the questions to be asked of
patients throughout the practice and in delivering the survey. Of that
group 6 people were interested in forming a permanent PPG and with the
agreement of the Practice that started in March 2012. This Core Group
decided to take on temporary roles for 6 months and then hold an AGM
which was why we were meeting this evening. Dr Peter Connan GP and
Julie Steel Assistant Practice Manager are the Practice
representatives on the PPG.
Celia described that historically there were two main functions of
PPG.s. Firstly, to support the Practice in developing and delivering
their services e.g. encouraging patients to take more responsibility
for their own health by providing them with relevant information.
Secondly, representing the patient voice, such as developing and
delivering the survey to gather the patient perspective and acting as
“a critical friend” to the practice; making suggestions in a positive
way. More recently following the Health and Social Care Act, there
have been significant changes in how health care services are to be
provided and there will be significant cuts in some budgets. Feedback
of patients’ experiences of Health Care services will be very
important for Practice staff as they will be involved in commissioning
services. They will need to know what has worked well and if anything
has been less satisfactory. The PPG will play a role in the
communication of information and is very ready to hear from patients.
During the six months the PPG has been in operation various tasks have
been achieved. The first newsletter was jointly produced by the
Practice and PPG and put together by Yvonne Higgons. It is planned to
be a regular feature. There have been links with the National
Association of Patient Participation and various local groups. Sue
Last, Assistant Director of Patient and Public Experience came to
speak at one of our PPG meetings. The membership of the PPG is
gradually increasing and more people are generally making enquiries.
The minutes of PPG meetings and Core group are circulated to all PPG
members so even if someone misses a meeting, or only wants contact by
post or email they can remain involved. Jackie Grimshaw has been our
secretary and done that very efficiently.

What does the term Commissioning mean in the NHS?
1 Commissioning means planning and arranging to “buy” the services
needed from local providers, including Hospitals
2 So for example when a patient goes to the Addenbrooke’s Hospital
they are using a service commissioned by the current Health Authority
(i.e. planned and bought) from the Cambridge University Hospitals
Foundation Trust that is better known as the Addenbrooke’s
Major elements of the Health and Social Care Act
1 New powers to GPs to commission services on behalf of their patients
2 All GP practices being part of clinical commissioning groups
3 Reduction in the number of Health bodies such as Primary Care Trusts
(PCT)
4 Creation of a new NHS Commissioning Board to allocate national
resources and regulate commissioning groups
5 Extended role for the Care Quality Commission (CQC)
6 Creation of Monitor – and economic regulator, oversees competition
in the NHS
What is the National set‐up?
1 Nationally there is a new body The National Commissioning Board
2 In each area there is to be a Clinical Commissioning Group (CCG) set
up and these are to be operational from 1st April 2013 that is in 6
months’ time.
What is happening here?
1 We will be in the Cambridgeshire and Peterborough CCG, this is one
of the largest in the Country.
2 As our CCG is to be so large much of its work will be done at a more
local level by the 8 Local Commissioning Groups (LCGs). For some of
the work, these LCGs will work in pairs; the 8 LCGs have already
decided their pairings so that there are 4 pairs of LCGs in our CCG.
We are in an LCG known as CATCH (Cambridgeshire Association to
Commission Health) which comprises 28 local practices all of whom send
many of their patients to the Addenbrooke’s Hospital.
3 Our LCG is paired with a much smaller local LCG called Cam Health; a
group of 9 practices
4 CATCH itself is further sub‐divided into 5 smaller groups of
practices who work closely together on projects at a much more local
level. These are called Locality Groups.
5 Huntingdon Road Surgery is in the City Locality Group of 6
neighbouring practices. This group is chaired by Dr Kevin Webb who is
one of the partners in the practice.
What changes will patients see from all this reorganisation?
1 We do not anticipate that most patients will see any major change in
the way they use the NHS.
2 We will continue to strive to provide our patients with high quality
care they require and to use efficiently the limited NHS resources
that are available.
3 Over time we hope that the new arrangements will enable local GPs to
commission services needed for our local population to improve health
services for the benefit of patients.

National Level
Monitor - is a sector regulator who will work with other bodies,
mostly with the National Commissioning Board Care Quality (CQC) and
National Institute of Clinical Excellence (NICE), to help ensure that
the providers of NHS – funded services, make sure that the best
possible care is delivered and it is value for money.
National Commissioning Board Care Quality Commission (CQC) - is
responsible for promoting improvements in healthcare provision in
England. It was set up to promote and drive improvement in the quality
of health care and public health in England and Wales.

Cambridgeshire and Peterborough CCG
Sub Area Level 8 Local Commissioning Groups (LCG), organised into 4
pairs
CATCH (Cambridgeshire Association to Commission Health) which is

Cam Health LCG is a group of 9 local practices with Approx. 83,000
patients

4. Dr Kevin Webb presented the local NHS changes taking place which
will come into effect in April 2013.
The group our practice is linked with CATCH has already met and
decided on ten priorities for this locality. Some of them are:
Preventative care
Mental Health Care
Cardiology Care
Dermatology Care
Respiratory Care
This may mean redesigning local services to make them more efficient.
Dr Webb described Commissioning as planning and buying services.
There will be big decisions to be made especially around
hospitalisation and community care.
Patient are going to play a vital role in the commissioning of
services, CATCH are looking at setting up a patients reference group
which would meet monthly, There is an expectation that a patient from
the Huntingdon Road surgery will be in this group and would report
back to the PPCG an PPG meetings.
Dr Webb is our representative at CATCH and he is chairperson of this
group.
Patients will be involved in the whole commissioning process from the
PPG, Patient Representation group for CATCH, patient representatives
at CATCH( 2 patents at the executive meetings) as well as the very top
at CCG level where there will be one lay charity and two lay members.
5. Julie Ford - Patient Experience Officer Presented the Patient
Advice and Liaison Service (PALS), this is a service for patients,
relatives and carers who may need help, advice and support when using
NHS services. They offer confidential help and advice to resolve
problems quickly, provide information about local health services and
support groups, sign post to other organisations such as independent
Advocacy, give guidance on the NHS complaints procedure and to listen
to patients, carers and relatives to improve patients care.
