Introduction
------------
Council’s vision is to consolidate Melbourne’s strengths as a creative
city: a place that inspires experimentation, innovation and creativity
and fosters leaders of ideas and courage. The City of Melbourne
Council Plan 2017-211 establishes a framework for this vision.
The City of Melbourne acknowledges and embraces the transformative
role that the arts and creativity plays in building all aspects of a
bold, innovative and sustainable city. This is reinforced in our
Creative Strategy 2018-282, which places creativity and creative
people at the heart of the City of Melbourne’s work. The strategy
inspires new thinking, ideas and connections to address our city
challenges and drives our Creative Funding Framework 2019-243.
The priority of the framework is to support artists and arts
organisations across all art forms and practices to test, develop and
realise ideas that:

build our city profile as a place for experimentation, expression
and excellence
*
emerge through collaborative projects and partnerships
*
ensure accessible creative activity for Melbournians
*
contribute to artistic, cultural and heritage outcomes for
Aboriginal and Torres Strait Islander people
Overview
Awards - Arts Excellence delivers on the aspirations expressed in the
Creative Funding Framework. The program supports arts and creative
organisations through multi-year partnerships.
The program is designed to assist organisations across any artform to
manage and present awards programs that celebrate and recognise
creative excellence.
Funding is available to Victorian based organisations presenting local
awards programs in the City of Melbourne.
Funding
Three year partnerships of up to $35,000 per annum are available.

Eligibility
Applicants must:
*
propose an awards event between the advertised dates for the
current round
*
propose an awards event located within the City of Melbourne4
*
be a Victorian based organisation specifically delivering a local
awards program for the arts and creative sector
*
propose an awards program that primarily benefits local artists
(Melbourne and Victoria)
*
propose an awards program that recognises excellence in work
delivered primarily in the City of Melbourne and Victoria
*
submit only one application
*
have no outstanding acquittals or debts to the City of Melbourne
*
be a not-for-profit independent, non-government arts and creative
organisation
*
have a valid Australian Business Number (ABN) and have evidence of
an appropriate legal structure, such as a sole trader, an
Australian registered company, business cooperative or partnership
Ineligibility
The program does not support:
*
applications from individual artists
*
activities taking place outside the City of Melbourne municipality
*
activities already funded by another City of Melbourne grant,
sponsorship or expression of interest program
*
applicants already receiving multi-year funding through another
City of Melbourne grant, sponsorship or expression of interest
program for the same period
*
activities that do not involve or benefit arts and creative
practitioners
*
national award programs
*
sponsorship for specific awards
*
state owned-agencies, organisations and institutions
*
applicants that are government departments or agencies,
foundations or grant making bodies
*
organisations that are not legally constituted
*
international travel and accommodation
*
capital works, facility maintenance and improvements
*
professional development
*
activities that have a primary focus on fundraising
*
activities that are owned or initiated by the City of Melbourne
*
applicants who are current City of Melbourne employees and
contractors
*
applications made by political organisations or activities that
have a party political purpose
*
late submissions.
How to apply

Read the guidelines and contact staff with any inquiries.
2.
Submit an online application5 via SmartyGrants
On submission of your application you will receive an electronic reply
acknowledging receipt from SmartyGrants.
Support material
Support material is reviewed as part of the assessment process.
Applicants should consider quality of support material over quantity,
only including material that is relevant and strengthens the proposal.

Support material may include (but is not limited to):
*
evidence of past award activities (for example show reel)
*
event plan and timeline
*
peer/industry support letters
*
marketing strategy
Sustainable practices
Applicants are encouraged to use resources wisely in the creation and
delivery of their activity. Successful applicants will be required to
identify the environmentally sustainable practices adopted in an

Assessment
----------
Assessment criteria
The following will be considered in the assessment of applications:
*
creative excellence and boldness
*
award models that celebrate diverse artists and creatives
including genuine acknowledgment of Aboriginal and Torres Strait
Islanders
*
access, equity, diversity and inclusion
*
viability
Assessment process
*
Applications are checked by City of Melbourne staff to establish
eligibility
*
Applications are evaluated by an assessment panel of external
peers and City of Melbourne senior staff.
*
The recommendations of the assessment panel are considered by
Council which will determine final grant funding.
*
Applications are treated as confidential and the contents will not
be disclosed to any person outside the application and assessment
process. A short summary of the proposal may be used in reports to
council. The list of successful applicants will be published on
the City of Melbourne’s website.
*
The City of Melbourne does not seek to correct errors in
applications or supporting material but reserves the right to
request further information.
*
Previous performance will be taken into account for organisations
who have received funding from the City of Melbourne in the past.
*
The City of Melbourne reserves the right to reject any application
that is incomplete or does not meet the assessment criteria.
*
All funding decisions are final and there will be no appeal
process.
Lobbying
Canvassing or lobbying in relation to an application is strictly
prohibited during the application process. No further consideration
will be given to an application submitted by an applicant that
canvasses or lobbies City of Melbourne Councillors, the Lord Mayor,
employees of the City of Melbourne or assessment panel members.
Terms and conditions
Successful applicants will be required to:
*
Finalise key performance indicators (KPIs) for each year of the
program. These KPIs will establish the outcomes recipients are
committed to achieving each year.
*
Sign a funding agreement detailing the grant obligations.
*
Provide evidence of current public liability and professional
indemnity insurance policies.
*
Deliver outcomes within the allocated budget. City of Melbourne
will not be responsible for shortfalls in budgets if the recipient
is unable to meet costs.
*
Submit an acquittal report annually which will be assessed prior
to further funding being released.
Payment terms are 30 days from date of tax invoice (with ABN), subject
to the receipt of a signed funding agreement and agreed KPIs.
The City of Melbourne reserves the right to invite organisations to
apply.
