GENERAL REGULATIONS
1.Invitation
The Serbia and Montenegro Chess Federation (from now on SMCF) has the
honor to invite all European Chess Federations affiliated to FIDE to
participate at the European Youth Chess Championship for 2005, and the
2005 European under-16 and under-18 Chess Championship in Herceg Novi
(Montenegro) located on Adriatic Coast approximately 260 Km south of
Belgrade (Serbia) and 110 km south from Podgorica (Montenegro) from
the 13th September (arrival) to 24th September 2005. (departures).
2. Participation
2.1.Each federation can register one (1) player in each of the under
10, 12, 14, 16 and 18 (boys and girls) categories, totaling a maximum
of ten (10) players.
2.2. The players placed 1-3 in the previous European Youth
Championship will have the personal right to participate in the
tournament of the corresponding age-category or a higher age-category
if they fulfill the conditions that they didn’t reached the age of 10,
12, 14, 16 or 18 years, respectively, by January 1st of the year in
which the tournament will commence. This privilege may be exercised
once exclusively in the subsequent year following the year of
qualification.
2.3. According to tournament rules one player to ten federations they
finished at top ten in previous year have the extra right to
participate. These Federations are:
1) Georgia ; 2) Russia ; 3) Poland ; 4) Azerbaijan ; 5) Armenia ; 6)
Turkey ; 7) Ukraine 8) France ; 9) Slovenia ; 10) Belarus
In order to ensure proper tournament standards, all invited players
and extra players must submit their registrations through their
national federations in order to reach to SMCF before August 20, 2005
(registration deadline). Entry form is attached. It should be filled
and sent back to organization.
3. ECU Fees
3.1. In accordance with ECU regulations, a 65 € entry fee is required
for each invited
player. After the championship the national federations will receive
an invoice and
should not transfer any fee in advance. This amount must be sent
directly to ECU
by their National Federation after the tournament completed.
3.2. In accordance with ECU regulations, a 130 € entry fee is required
for each extra player (those who play as “open” participants). This
amount must be sent directly to ECU by their National Federation.
4. Registration and travel conditions
4.1 Entry forms must be filled and returned to the SMCF not later than
August 20, by fax, stamped by the Federation or by official mail. This
date is the registration deadline.
4.2 The complete registration form must include surname/s, first
name/s, ID number, FIDE rating and title, and passport number of each
player. It must also include the name and telephone / e-mail / fax
number of the Delegation chief and of the person in charge in the
Federation.
4.3 An identity photo (2x3 cm) must also be sent for the players,
coaches and accompanying persons badge. The photo can also be taken on
arrival at the Hotel at the cost of 3 Euro.
4.4 Players will not be paired until all their payments have been
fulfilled.
4.5 Travel expenses must be paid by the participants or their
Federation as following:
a) Belgrade - Tivat (by plane approximately 40 minutes), Tivat –
Herceg Novi (by bus 30 minutes) price 135 Euro (two ways)
b) Belgrade – Herceg Novi (by bus, approximately 12 hours), price 90
Euro two ways
c) Podgorica airport – Herceg Novi (by bus approximately 1 hour),
price 60 Euro two ways
d) Tivat airport – Herceg (by bus), price 25 Euro, two ways.
It is also possible to organize transfer from airport Cilipi
(Dubrovnik – Croatia) about what it should be made special agreement.
Organizer is recommending to participants of Championship to use
every-day line of official transporter of Championship “Montenegro
airlines” from Frankfurt, Zurich and Vienna to Podgorica. All the
participants who want to get discount for flights of Montenegro
airlines must inform us not later than July 1.
4.6 These transport services will be available on September 12. 2005
(arrival) and on September 24. 2005 (departure). If it will be
necessary organizer will accept special request of Federations.
Players, who make private transport arrangements and clearly indicate
this in writing at the time of registration, will be fully responsible
for any problems they experience or arrival or departure. The
participants, who pay the expenses of organized transport till August
20, will have organizers help in getting the visa, under the most
optimal conditions.
4.8 At the moment of registration this amount must be transferred to

5. Lodging and meals
5.1 Accommodation and full board will be provided in the part A****
(200 places) and B&C*** (250 places) of hotel “Plaza” and hotel
“Igalo”*** in Herceg Novi. Reservations and payments for these hotels
must be made not later than August 20.
Players whose have free board and accommodations are obligated to pay
compensation of:
-129 Euros for accommodation in hotel “Plaza” (part B&C)
- 99 Euro for accommodation in hotel “Igalo”,
not later than August 20. Reservation is considered to be made when
compensation will be made. Hotels will be reserved according to the
order of payment. Invited players and players nominated by personal
right which will be registered after August 20 will pay extra charge
of 100 Euro.
All payments mention above (5.1) are non refundable if reservation
cancelled.
5.2 Free board and room will be provided for nominated players and
players with personal rights from the September 13, (dinner) to
September 24th (lunch).
5.3 One coach per delegation: Price 20% under prices in article 5.6.
5.4 Every participant accepted as an extra player will be obliged to
lodge at the organization’s hotels in Herceg Novi.
5.5. Hotel payments must be paid in Euro. The SMCF will not accept any
promise for payment of Hotel bills at a future date.
5.6 Accommodation and meals for extra players and accompanying persons
will be in the official hotel “Plaza” where the tournament will be
held and in hotel “Igalo”:

Rooms in part “A” have directly telephone line, cable TV, mini bar and
air-condition.
Transfer between hotel “Igalo” and hotel “Plaza” (3 km) will be free
and provide by organizer.
5.7 Payments in advance for accompanying persons and extra players
must be transferred to the account as in article 4.8.
5.8 Once the transfer has been confirmed, the Chess Federation will
inform about the assigned booking confirmation for all the reserves
made in the hotels room. Along the booking confirmation, the SMCF will
send the bill including taxes.

Players of Federation’s which representative will not be present in
delegates meeting will not be paired according to the decision of ECU
Board.
8. Rules and regulations
The tournament will be played by a 9-round Swiss System. National
ratings will not be taken into consideration for the parings. Playing
rates will be according to FIDE regulations: 90 minutes for 40 moves +
15 minutes until the end of the game followed with additional of 30
sec per move started from move one.
9. Information
Each Federation is entitled to one free bulletin per round. Additional
bulletins will be on sale. Before the tournament, information will be
available on the Internet at http://www.scgchess.org
On this site will be entry forms for registration participants,
accompanying persons and journalists from May 20, 2005.
10. Prizes
10.1 The first three players of each group will be awarded with
medals. The first five will be awarded with trophies and the first ten
players in each group and categories will we awarded with diplomas.
10.2 The first five players of each group will be awarded with special
awards (chess software, chess books, chess sets) in total amount for
all prizes 10.000 euros.
10.3 Each participant will receive presents in total amount for all
10.000 euros.
