USTRANSCOM abstains with the following comments:
1/W15/0200 and 1/G62/1100
DLMSO objected to our (DTEB) use of UTC in the 856A+ IC, but here it
is in their transaction -- See the user notes in the W15 segment in
table 1/position 200, and G62 segment in table 1/position 1100. DoD
needs to be consistent across the enterprise
The UTC is used almost universally to designate message traffic and
any other information that is time sensitive and requires
identification to a specific time zone for pin-pointing actual time of
transmission of a critical nature that may affect activity(ies) in
other time zones. This concept has been used by the DoD in identifying
their messages (zulu time). The DLMS developers recognized the
requirement to identify their messages (DLMS supplements/ANSI X12
transaction sets). Accordingly, all transaction messages contain a
requirement for entry of a UTC date and time in all header (beginning)
segments. These are identified in the transaction header (table 1) of
all 59 transactions. This requirement for a UTC format representing
date/time of transaction creation is specified in all beginning X12
segments.
Regarding suggestion to put the date in the G62 segment, the purpose
of segment W15 is to provide identifying dates for the transaction
set. Further, the W1501 date is mandatory in the W15 segment.
Accordingly the transaction date was placed at W1501. There was no
time field in W15, so the time was placed at 1/G62/1100.
1/W15/0200
The Date of the transaction set preparation is in the W15 segment,
position 0200, element W1501, and is marked 'M', Mandatory (note that
this date is in UTC).
1/G62/1100
The Time of the Transaction set preparation is in the G62 position
1100 segment, element G6204, also in UTC.
I would suggest including the transaction set preparation date in the
G62 segment ("date/time"), having both the date and the time of
Transaction set preparation in the same segment. In element G6201,
'Date Qualifier' (DE432), the X12 code for "Transaction Set
Preparation Date" is 'BB'. Including the date and its qualifier here
makes it clear IN THE TRANSACTION SET ITSELF (without reference to the
IC) that this date/time is the Transaction set preparation date/time
stamp.
2/N904/0400
Date appears again in the N9 segment, table 2/position 400/loop 300,
element N904. What date is this? There's no user note explaining what
this date is. Again, here, Time (N905) and Time Code (N906) are marked
"not used", and there is no reference here to using UTC for the date.
Supports N901 qualifier - Please use the DLMS Supplement for
clarification.
2/G62/00800
Date appears again in the G62 segment at table 2/position 0800/loop
300.There is again no reference to the time zone in which the date
occurs.
I would suggest adding a user note to specify date in UTC. I would
also change the time and time qualifier elements (G6203 and G6204) to
optional.
Concur in making G6203 and G6204 optional.
2/G62/1700
Date appears again in the G62 segment at table 2/position 1700/loop
330.There is again no reference to the time zone in which the date
occurs.
I would suggest adding a user note to specify date in UTC. I would
also change the time and time qualifier elements (G6203 and G6204) to
optional.
Concur in making G6203 and G6204 optional.
2/FA101/2050
We concur with the IC as written, but submit one administrative
correction:
Page 27, data element 559 explanation, the note "Includes the United
States Marine Corps" should follow the code for the Department of the
Navy.
