1512 Reporting Notice Regarding Requirements for Sub-Recipient
DUNS/CCR Registration
The Recovery Act (Section 1512(h), and 2 CFR 176.50(c)) requires that
all prime recipients and their sub-recipients receiving funds under an
ARRA award subject to the Recovery Act 1512 reporting requirements
obtain a Dun and Bradstreet Data Universal Numbering System (DUNS)
number and register in the Central Contractor Registration (CCR) and
maintain the currency of this information.
We have recently discovered that the federalreporting system validates
the sub-recipient DUNS numbers, but it does not validate CCR
registration.
Please take immediate measures to ensure that all your sub-recipients
have registered in CCR and remind them to maintain this registration
as active through the lifecycle of the sub-award. Non-compliance may
result in rejections of future 1512 report submissions and Single
Audit Findings for failure to properly monitor sub-recipients. State
awarding agencies should be periodically monitoring sub-recipients for
compliance with this requirement. We are currently working with
INFORME to try and add a DUNS/CCR validation feature in the database
that would provide a warning to users when a sub-recipient DUNS number
is not valid or active in CCR.
We have provided a list from the CCR registry of Maine organizations
that had active registrations as of January 29, 2010. The registration
process takes several days to show up in the online registry, so
sub-recipients who recently registered may not be listed. You may be
able to verify your sub-recipient’s registration at a later date by
logging on the CCR website listed below and entering the sub-recipient
DUNS number. However, as of July 2008, CCR registrants may elect not
to display their registration in the CCR/FedReg Public Search. If you
are unable to verify whether a sub-recipient is currently registered
with CCR, please ask the sub-recipient to provide their CCR
registration acceptance or renewal documentation periodically and
retain this documentation on file to satisfy your sub-recipient
monitoring requirements.
