Syllabus
Purpose
The purpose of this course is to examine the evolution of incident
management systems in responding to domestic disaster events. The
course examines the broad emergency management context of incident
management, the creation of National Incident Management Systems
(NIMS), how NIMS is structured and how it works.
Background Information
The National Emergency Management System provides a consistent
nationwide template to enable all levels of government, the private
sector and nongovernmental organizations (NGOs) to work together
during an incident.
The background of NIMS stems in large measure from work in California
in the late 1970s and the 1980s – from two but related sources. One
was the National Interagency Incident Management System (NIIMS) first
adopted in 1982 by the National Wildfire Coordinating Group based upon
its successes during the 1970s. The other was SEMS, the California
Standardized Emergency Management System and its foundation on the
Incident Command Structure
NIMS is based on the premise that the utilization of a common incident
management framework will give emergency management/response personnel
a flexible yet standardized system for emergency management and
incident response activities.
