Appendix 2
Recommendations in regard of the names
and acronyms of international
intergovernmental organizations
It is recommended that:
i.
The registration of a domain name that is identical to the name of
an international intergovernmental organization should be
prohibited and excluded, regardless of whether the name of the
international intergovernmental organization is used alone or in
combination with another word;
ii.
the protection of the names of international intergovernmental
organizations as referred to under point (i) above, should apply
to all past and future domain names registrations, in that past
registrations will be cancelled and future registrations will be
blocked, by means of access by registrars and the public to a
freely searchable online data base of the names of international
intergovernmental organizations;
iii.
an administrative procedure should be established, under which
international intergovernmental organizations could submit
complaints to a specially constituted panel of experts in respect
of the abusive misleading or bad faith registration of their
acronyms as domain names or of names that are misleadingly similar
to their names; and
iv.
the above mentioned protection of the names and acronyms of
international intergovernmental organizations should apply: (a) in
all languages, (b) in all existing and all future open, closed and
charter gTLDS and all ccTLDS, and (c) should in any event extend
to those international intergovernmental organizations which are
protected under the Paris Convention and the TRIPS Agreement.”
