3.
Role of the First Responder
a.
Establish that scene is safe and provide immediate care for
the athelete(s) (i.e. check for electrical wires, fire or pool
of water).
b.
Activation of Emergency Medical System (EMS) in the following
situations or if unsure if medical care is needed:
i.
Unconscious athlete or altered level of consciousness. DO
NOT MOVE the athlete.
ii.
Head injury with loss of consciousness.
DO NOT MOVE the athlete.
iii.
Neck or spine injury resulting in altered level of sensation,
strength or range of motion.
DO NOT MOVE the athlete.
iv.
Suspected fracture.
DO NOT MOVE the athlete.
v.
No pulse or circulation.
vi.
Anaphylactic shock (i.e. allergic reaction to food, drugs or
insect bite).
vii.
Electrical shock.
c.
WHEN CALLING 911.
i.
Provide name of caller. (Tournament Safety Director is
primary caller, or Coach and/or Assistant Coach)
ii.
Phone number of caller.
iii.
Name of site: Waipio Soccer Complex.
iv.
Address of site: 93-061 Waipio Point Access Road
v.
Give cross streets: Farrington Highway and Waipio Access
Road, pass Ted Makalena Golf Course, follow to end of road
and look for soccer fields.
vi.
Give specific directions as needed to get to emergency
scene. (give field number)
vii.
Alert Security to clear the way and escort EMS to emergency
scene. (give field number)
d.
Provide appropriate CPR or first aid.
i.
First aid treatment to be provided by volunteer(s) trained
by Red Cross or volunteer medical professional
(doctor/nurse).
e.
Communication Chain.
i.
Parent(s) or Guardian(s) notified by Coach of injury or
illness to their child.
ii.
Coach to notify First Aid Tent of injury via Field
Monitor(s) or walk-in.
iii.
Tournament Safety Director to notify Security if necessary
(i.e. catastrophic injury).
iv.
Tournament Safety Director to notify Regional Safety
Director if necessary (i.e. catastrophic injury).
4.
Role of the Secondary Responder (Tournament Safety Director)
a.
Designate individual to flag down EMS and direct them to the
scene:
i.
Tournament Safety Director will notify Security to flag
down EMS at the entrance to the parking lot, who will
direct EMS to the appropriate field.
ii.
Limit scene to first aid providers and EMS. Move
bystanders away from the scene.
Lightning Policy and Procedures
(Adopted from the National Games Governing Rules)
The referee, Field Monitor, Game Committee member and/or other
official involved with the Games will be aware of the possibility of
lightning in the area. Referees also are trained to count the seconds
between seeing lightning and hearing thunder. If this time is less
than 30 seconds, the referee or other official will immediately
suspend the game and all persons should seek shelter immediately.
Activities may resume only when a Games official gives the go ahead.
In most cases, activities may be resumed when lightning or thunder has
NOT been observed for thirty minutes.
Areas considered safe
a.
Inside a fully enclosed metal vehicle with windows up
b.
Inside a substantial building (roof and four walls)
Unsafe Areas
a.
Small buildings including picnic shelters and the open area of a
concession stand
b.
Anywhere near metallic objects like flagpoles, soccer goals, metal
bleachers, electric equipment
c.
Open fields, trees and water
Open area without shelter
a.
Avoid standing in groups
b.
Spread out to reduce risk
c.
Crouch on your feet, keep your head low
d.
Avoid being the tallest object
e.
Avoid lying on the ground
If a strike occurs to an individual
a.
Call 911. Refer to 3.C (Role of First Responder).
b.
If you are qualified to do so, apply First Aid or CPR immediately.
c.
People struck by lightning do not carry an electrical charge and
are safe to touch.
Restarting after the All-Clear
a.
Games which have completed the first half will be considered
finished and the score at the time play was suspended shall be the
final score.
b.
Games which have completed less than one half; the referee will
resume by starting the second half, reducing the remaining time if
necessary so that the match ends at the scheduled time.
c.
Games that cannot start within 15 minutes of the scheduled start
time may be rescheduled.
