Camden Sustainability Partnership Board Terms of Reference
Introduction
“Protecting the environment for us and for future generations” is
integral to the Local Strategic Partnership’s (LSP) vision of a
sustainable Camden. In this sub-theme of the Sustainable Community
Strategy, the LSP has committed to making a contribution to reduce
emissions of carbon dioxide in line with national targets (an 80% CO2
reduction by 2050) and to a short term goal to make Camden a low
carbon and low waste borough by 2012.
Camden Council’s new administration is additionally committed to
working in partnership with government bodies and the local community
to achieve a 40% reduction in CO2 by 2020 and a new environmental
sustainability delivery plan is being developed to meet this and other
priority environmental targets.
The LSP believes that a new strategic board focused on sustainability
is required to overcome significant barriers to delivery, maximise
opportunities and stimulate and harness the expertise and enthusiasm
of the whole community.
Purpose of the Board
The Board brings together representatives from statutory bodies and
the commercial, voluntary and community sectors to work together to
deliver Camden’s Community Strategy objective to make Camden an
environmentally sustainable borough.
Aim
The Board’s main aim is to be a strategic advisory board that will
advise on the strategic direction that informs the planning and
delivery of environmental sustainability initiatives in Camden.
Objectives

Oversee the development, delivery, monitoring and review of
Camden’s new Environmental Sustainability Delivery Plan 2011-2020.
*
Identify projects requiring a strategic focus that can achieve the
most cost-effective short, medium and long term carbon reductions
and environmental improvements for the borough.
*
Engage all borough and regional partners and community sectors
that can help deliver these initiatives and goals.
*
Identify and attract investment to the borough for sustainability
initiatives.
*
Provide a forum for the sharing of knowledge and best practice.
Linkages and reporting to the LSP
The Deputy Leader of the Council/ Cabinet Member for Sustainability
sits on the LSP’s strategic group and will act as the link person to
it.

The Board will be chaired by the Deputy Leader of the Council/Cabinet
Member for Sustainability
Membership of the Board
The Board will comprise up to 15 members representing key sectors of
the local community. The Board will co-opt representatives from
relevant national and regional bodies such as Greater London
Authority, Transport for London, North London Waste Authority, the
Energy Saving Trust and the Environment Agency as required. Membership

Role of members
Members will be involved in influencing the strategic direction of
environmental sustainability work in Camden. It is expected that
members will take responsibility to bring relevant issues to the Board
from their respective organisations and networks as well as taking the
thinking and direction of the Board back into those networks, to shape
the contributions to sustainability of the wider partnerships and
community to those strategic aims.
Members must ensure their agencies provide the input and information
to enable effective prioritisation and strategic decision making.
Members must have delegated authority to make decisions and
accountability should be clear, without superseding the
responsibilities of any member agency.
Members will retain their own executive authority but be able to take
decisions for their organisation and commit resources where necessary
to the new delivery plan. Members must be able to commit the
organisation they represent to policy, development and practice
improvement.
Working groups
The Board will establish any time-limited and task-oriented working
groups that can further its aim and objectives.
Support arrangements
The Board will be supported by Camden Council.
Frequency of meetings
Meetings will be held quarterly during office hours and will be of two
hours duration.
Quorum
The meetings will be quorate with eight members.
Review of TOR and the effectiveness of the Board
The terms of reference will be reviewed after the first four meetings.
