Progress report for Odense Pilot River Basin

Fyn County Council has chosen to carry out the Odense Pilot River
Basin Project in the form of real-life testing to the greatest
possible extent in order to ease the coming Article 5 reporting to the
EC in 2004 and the River Basin Management Plan in 2008. Via the Odense
Pilot River Basin Project, a Pilot River Basin Management Plan for
Odense Fjord and its catchment will be prepared.
The pilot project's first phase comprises the preparation of a
preliminary report commenting the Guidance Documents 2.1, 2.2, 2.3,
2.4, 2.6, and 2.8, to meet the requirements in the ToR. The report
will be presented to the EC by 1 October 2003. By 1 November 2003 a
preliminary report that meets the requirements in the WFD's Article 5
will be prepared and presented to the EC. A report on testing of the
remainder of the guidelines (2.5, 2.7, 2.9, 3.1) will be prepared and
presented to the EC before 1 July 2004.
The budget for the project, related projects etc. is presented in the
Draft Summary of PRB meeting in Brussels of 28 February 2003 (version
of 25 March 2003).
The status of results for the project achieved from 1 April 2003 to 30
June 2003 is described below.
1. Key activities, meetings, progress
*
Establishment of a homepage for the project in Danish by May 2003
(http://prb.fyns-amt.dk). An English version is planned for August
2003. Poster, presentations, progress reports etc. may be
downloaded from this homepage.

3-4 April: Participation and presentation at the PRB-WS in Italy.
*
25 April : 1st Meeting of the political-regional advisory board
for the project, in which municipal politicians, authorities and
interested groups, such as the agricultural organisations, The
Danish Society for Conservation of Nature, and many others with an
interest in the project were represented. Programme,
presentations, list of participants and minutes from the meeting
can be found (in Danish) at the prb-homepage.

25 April : Meeting with companies representing relevant knowledge
of agriculture and cleaning techniques for agricultural waste.
*
6 May : 1st meeting of the national/technical advisory board for
the project, in which the national authorities, research
institutions, and consultancy firms with interests in
implementation of the Water Framework Directive in Denmark were
represented. Programme, presentations, list of participants and
minutes from the meeting can be found (in Danish) at the Odense
prb-homepage.

18-19 June: Participation and presentations, oral as well as
poster, at the Hellenic Water Week “International seminar on the
implementation of the Water Framework Directive in the European
Union and beyond”.

26 June: 3rd internal steering group meeting.

30 June: Production of public material for the Regional Planning
hearing round for Fyn County, the municipal authorities and the
public in August-October (see previous progress

report for description of the Danish Regional Planning system).
2. Deliverables
Reporting Art. 5:
The structure of the planned Article 5 working report will follow the
framework that is nationally intended in Denmark to be used for the
coming Article 5 reports. Draft chapters have been prepared for those
parts of the report that give a general characterisation of the Odense
PRB catchment, namely topography, land use, impacts, and
characterisation (including type classification and assessment of HMWB
status) for watercourses, lakes, wetlands, and coastal waters, and for
groundwater conditions in the catchment. (see Progress report of 1
April 2003 for table of contents).
An Art.5-working report will be available in Danish by 1 October and
in English by 1 November 2003.
ToR-comments on Guidance Documents:
Comments on parts of Guidance Documents according to Art. 5:

Data delivery

June 2003: delivery of relevant emission data for Odense PRB to
the ETC/WTR for testing the EUROWATERNET-emissions guidelines
together with the IMPRESS guidance document.
3. Progress evaluation
Estimation of the work percentage accomplished to meet the November 30
deadline: 30%.
4. Deviations from the original work plan
Separation of submission to EU of the ToR-report on GD’s by 1 October
and the Art-5-report by 1 November means a one month delay of the
Art-5-report compared to the previous time schedule. There are no
other changes to the general timetable previously submitted.
5. Planned activity until the next progress report (30-09-2003)

30 June: Submission to EC of comments on GD Identification of
Water Bodies.

August-September: Ad-hoc meetings with national experts acc. to

6. Risk Factor Analysis
*
As cross-sectional accession to human resources is prerequisite
for the Odense PRB Project, it has demanded considerable resources
to build up the appropriate project organisation and to coordinate
work across the specific technical sectors.
*
For a number of areas the necessary data foundation for completing
type classification and division of water bodies after the GD's
guidance notes is insufficient or it has required considerable
resources to obtain the necessary data. This is the case for the
smallest streams (those managed by municipal authorities or
private landowners), and for most small lakes and ponds, and for
wetlands in general in the Odense River Basin.
*
Inclusion of the general public and interested collaborative
parties requires considerable resources, despite the fact that the
County's personnel can draw on experience from the
well-established regional planning process.
