Background
Qualifications Wales has been created as a Welsh Government Sponsored
Body and is an independent regulator of qualifications and the
qualification system in Wales. The new body is responsible for
ensuring that qualifications and the qualifications system are
effective in meeting the reasonable needs of learners in Wales, and
for promoting public confidence in these.
Qualifications Wales has a publicly appointed Chair and Board who is
accountable for the fulfilment of Qualifications Wales’ statutory
functions and of its obligations to Welsh Government as a Welsh
Government Sponsored Body. The Board agree the strategic direction and
governance of the organisation and the Executive Team (comprising the
Chief Executive and the three Executive Directors) are responsible for
the development and implementation of the strategic and operational
plans.
Job Purpose
The prime role of the Corporate Governance Manager is to support the
Head of Corporate Governance in ensuring the highest standards of
effective governance to support compliant, effective and sound
decision-making.. The post holder will help to support a culture,
behaviours, systems and processes that exemplify a well governed and
high performing organisation.
Working with the Head of Corporate Governance and other staff, the
post holder will be responsible for providing oversight to risk
management, the implementation of corporate duties including the Welsh
Language Standards Action plan, Equalities and Well-being objectives
and providing governance support across the organisation including the
development and monitoring of corporate performance measures. The post
holder will also provide the policy and approach to project management
across the organisation.
The post holder will support the Head of Corporate Governance in the
production of the annual report and annual business plan and take
responsibility for performance reporting for the organisation.
Main duties
*
Contribute to the overall implementation of the governance
framework and relevant activities across the organisation
supporting and deputising for the Head of Corporate Governance
where appropriate. This may include acting as the governance lead
for various groups/committees and taking minutes;
*
Responsibility for co-ordinating and monitoring the implementation
of the Welsh Language Standards action plan ensuring compliance
with the Welsh Language Measures (2011);
*
Responsibility for co-ordinating objective setting and monitoring
progress against Equalities objectives and the Well-being of
Future Generations objectives.
*
Facilitate the continued implementation of risk management, risk
analysis and alignment with risk appetite across the organisation;
*
Support the Head of Corporate Governance in the development of the
annual business plan;
*
Support the Head of Corporate Governance in the preparation of the
annual report to the National Assembly for Wales;
*
Develop quarterly and/or monthly targets and co-ordinate
performance monitoring providing regular reports to Management
Board and Board;
*
Develop the QW approach to project management and provide on-going
best practice support to the organisation; including governance
assurance where required. This will include advising colleagues on
whether work is better managed in a project format or in a
business as usual model;
*
Support regulatory and corporate functions in continuous
improvement – providing advice and guidance on modern project and
programme management techniques and, where appropriate, provide a
coaching role to those acting as project managers and
facilitateactivities including lessons learned.;
*
Lead work to implement actions to ensure compliance with new or
changed legislation Manage the policy register ensuring that QW
corporate policies are reviewed in line with the schedule.

Support the implementation of business continuity activities
across the organisation;
*
Work flexibly, performing any other duties as required, where
relevant to the post and appropriate to the grade.

Experience

Experience in providing governance advice, support and guidance to
internal and/or external customers

Experience in developing targets and reporting procedures.

Experience in supporting the delivery of change initiatives using
Programme and Project disciplines.

Experience in developing, implementing and monitoring policies and
action plans ensuring legal and corporate compliance.
*
Experience of providing effective governance support to a Board,
Committee or group ensuring compliance and promoting governance
good practice
Knowledge
*
Knowledge of relevant governance frameworks in the public sector.

Knowledge and understanding of risk management principles.

Knowledge and understanding of a range of project management tools
