Compensatory Wetland Mitigation

This workshop will provide a working knowledge of the legal
requirements and technical considerations relevant to assessing
compensatory mitigation proposals. Emphasis will be on the role of
Regional Water Quality Control Boards in setting compensatory
mitigation requirements for impacts to wetlands and riparian areas
under Section 401 of the Clean Water Act. The workshop will cover
wetland functional assessment, principles of compensatory mitigation,
the basis of setting mitigation requirements, current approaches to
compensatory mitigation, and monitoring and enforcement. The class
will include lecture, discussion and field portions. Discussions will
include participation of experienced staff from other State and
federal agencies, who will discuss their interpretation of their
agencies’ wetland mitigation guidelines. The field visit will
illustrate the principles of wetland mitigation presented in the
lectures. Relevant ecological, hydrologic, and underlying physical
processes will also be discussed. Instructors will present case
examples and offer advice.
