Non-availability of dummy specifications as requested in some
regulations
With reference to the last WP.29, November 2008 session (see
ECE/TRANS/WP.29/1070, paragraph 12), the secretariat informed
WP.29/AC.2 that several vehicle regulations i.e.:
- Regulation No. 94, Annex 3, paragraph 2.1.1., footnote 1.
- Regulation No. 95, Annex 6, paragraph 1.1., footnote 1.
- Global technical regulation No. 7, para. 3.5. footnote 2, para.
5.3.1. footnote 3,para. 5.4.4.1. footnote 4, Annex 10, para.2 footnote
1.
indicate for instance (Regulation No. 94):
"The technical specifications and detailed drawings of Hybrid III,
corresponding to the principal dimensions of a fiftieth percentile
male of the United States of America, and the specifications for its
adjustment for this test are deposited with the Secretary-General of
the United Nations and may be consulted on request at the secretariat
of the Economic Commission for Europe, Palais des Nations, Geneva,
Switzerland."
In spite of these requirements, until now neither technical
specifications nor detailed drawings concerning the instrumented
dummies and the specifications for its adjustment for the test have
been deposited with the United Nations Economic Commission for Europe
(UNECE).
The secretariat receives requests for such specifications and
drawings. We are obliged to apologize for not being able to provide
them.
Accordingly the following dummy specifications are not yet at the
disposal of the secretariat as requested by the above mentioned
regulations of the two Agreements:
- Hybrid III (5th percentile female)
- EuroSID 2
- Head Restraint Measurement Device (HRMD)
Regarding Hybrid III (50th percentile male) the representative of the
United States of America had mailed some of the specifications to the
secretariat.
The secretariat will appreciate any suggestion and help from WP.29
delegates for receiving the technical specifications and drawings of
the above mentioned dummies and if these specifications could be made
available publicly on the WP.29 website, taking into account the
copyright of these specifications.
