Purpose of the report
This report is to feedback the results from the recent consultation on
the proposed bus stop improvements in the vicinity of Watleys End
Road, Winterbourne; Bradley Stoke Way, Bradley Stoke and Pound Road,
Kingswood.
Background
Funding has been secured through the Local Transport Plan to upgrade
various bus stops.
Purpose of Scheme
To improve the quality of bus stops and to protect passengers from
adverse weather conditions.
To give the mobility impaired and parents with push chairs level
access on and off the bus.
To implement bus cage markings to discourage parking and give buses
easy access to bus boarder kerbs.
Proposed Scheme

Watleys End Road bus stop, Winterbourne – Installation of bus
boarder kerbs and bus cage road marking.

Webbs Wood Road bus Stop, Bradley Stoke Way – Installation of bus
boarder kerbs and improved hardstanding and bus cage road marking.

Pound Road bus stop, Kingswood – Removal of existing bus shelter
and installation of new bus shelter.

Drawing number T437-424-001 shows the proposed changes to Watleys End
Road bus stop, T439-197-001 shows the proposed changes to Webbs Wood
Road bus stop and T303-1280-001 shows the proposed changes to Pound
Road bus stop.
Consultation
Details of the proposals including a plan and statement of reasons
were posted on the South Gloucestershire website. The Council sent
letters advising of the consultation to all properties affected by the
proposals. In addition, notices were posted and maintained in the area
for the 3 week consultation period. Local members, the Town Council,
emergency services and the School, amongst other statutory
stakeholders were invited by email to view the consultation.
Feedback from the consultation
The 3 online consultation drawings were viewed a combined total of 35
times. There were 4 individuals and organisations that responded to
the consultation via the questionnaire and 3 other responses received
by email. The comments received as part of the consultation have now
been reviewed.
The respondents were asked to fill out a questionnaire. The answers to
the questionnaire are presented below.
The respondents were asked which bus stop they were interested in. 2
answered in response to the Pound Road proposals, 1 answered in
response to the Bradley Stoke Way proposals and 1 answered in response
to the Watleys End Road proposal.
The respondents were asked whether they agreed with the proposals. All
4 answered yes.
The comments received as part of the consultation have now been
reviewed. The comments/concerns received via the online questionnaire
are in appendix A, all other comments received are in appendix B.
Future Programme
We will now arrange for the works to be implemented at Pound Road and
Bradley Stoke Way. With regard to the works at Watleys End Road, we
will carry out a short consultation on the installation of a bus stop
cage on the opposite side of the road before proceeding with the
works.

Officer’s response
Below are the comments from respondents who answered in response to
the Pound Road bus stop proposals
As a wheelchair user I am hoping that these new stops will have raised
kerbs to make boarding and alighting easier and safer. I am saddened
there does not appear to be plans for the bus stop on the opposite
side of the road.
Thank you for your comments. There is a separate scheme to implement
bus boarder kerbs on both sides of the road. This scheme only intends
to implement a new shelter on Pound Road, with the proposed bus
boarder kerbs shown for reference.
Although I am in agreement I am also concerned that by moving it
closer to 116 Pound Road, it will encourage more people to park over
the driveway at 114, and also we would not wish people to be sitting
on the walls of our houses whilst waiting - unless the proposal is to
have seating in this new shelter - which would be helpful!!

shelter includes seating.

All improvements are always welcome, one question is will you provide
more seat like bus stops like Bristol are and are on most of the metro
stops?
Thank you for your comments. Unfortunately the budget available for
this scheme is not sufficient to fund Metrobus style shelters/seats.

Below are the comments from respondents who answered in response to
the Watleys End Road bus stop proposals
I can witness first-hand the flaws in where the bus stop is presently
situated. Yes, the stopping area does need marking off to stop any
parking, as well as raising the kerb. The existing stop is worked both
ways according to the information given, but not a lot of people know
that. There is no bus stop sign on the other side, and this invites
road users to park there rather unsympathetically and foolishly. The
result is a real hazard for bus drivers when turning out of and in to
North Road. Perhaps a lettered trapping off area should be marked
there also. The kerb is at ground level because it gives access to a
non-registered lane, and this makes getting on and off difficult for
the elderly or the partially disabled, made worse by a very narrow
pavement. So to resolve potential danger, it seems a good ideal if the
stops could be totally re-sited away from a very busy and dangerous
T-junction. Is there any possibility of making common sense happen?
Thank you for your comments. We will consult on installing a bus stop
cage on the opposite side of the road. Stops are usually close to
junctions as these tend to be focal points for pedestrians. We usually
site them a safe distance away as in this case. Finding new locations
for bus stops can be problematic because of objections from
frontagers.
It (the bus stop) is near the busy T junction with North Road, and
inconsiderate motorists tend to park their vehicles in the space in
which as yet is an unfenced off bus stop area as the route goes
towards Bristol. Raising the kerb is a different matter altogether,
but yes it would help the elderly or the disabled ONLY if the bus can
be allowed to stop within its proper space! Proper road markings
should definitely make it quite clear that drivers should NOT park
there at any time. There is a similar stop for bus going to Yate but
this doesn’t even have any proper sign erected, except for the one
across the road being not too clearly marked “Use both ways”. Buses
need to stop there too, but again are usually prevented from doing so
by inconsiderate parkers because they aren’t clearly warned otherwise.
I feel a proper area should be fenced off there too, and lettered
“Keep clear”. Although it’s not in your plans, the particular kerb
cannot be raised owing to vehicular access being needed (This is an
unregistered lane which leads to both an electricity substation and an
official footpath). I use these buses quite frequently and continually
hear their drivers cursing stupidly parked cars whenever they are
unable to turn in and out of North Road without great difficulty. This
can also produce a dangerous situation particularly at school leaving
time. So, in effect, the two bus stops were badly sited In the first
place.
