How to avoid generating hazardous waste pesticide spray solutions,
pesticide-contaminated rinsewaters, pesticide absorbents and empty
pesticide containers
Environmentally sound management of pesticide1 residue hazardous
wastes and empty pesticide containers is in everyone’s best interest.
Accidental release or indiscriminate discharge of pesticide residue
hazardous waste into the environment can harm people and contaminate
surface and groundwater. Pesticide-contaminated water poses a hazard
to non-target organisms such as plants, beneficial insects, fish and
other aquatic life.
The best way to manage pesticide residue hazardous waste is to avoid
producing it in the first place. It is the goal of the State of Oregon
and the agricultural, and pest control industry to encourage all
pesticide users to eliminate, or to at least minimize the generation
of pesticide residue hazardous waste.
This factsheet is produced for people who use pesticides, particularly
in industrial processes, crop, livestock, and forest management. It
describes best pollution prevention techniques that will reduce or may
eliminate the generation of pesticide residue hazardous waste spray
solutions, contaminated rinsewaters, absorbents and empty pesticide
containers.
What is pesticide residue hazardous waste?
Pesticide residue hazardous waste is any pesticide substance or
pesticide-containing material that will not be used and must be
disposed of. Pesticide residue hazardous wastes include, but are not
limited to:

Surplus spray solutions, ultra-low volume (ULV) spray concentrate,
dusts, granules, or baits remaining in pesticide application
equipment (such as tanks, hoppers, booms, or hoses) after
pesticide use; and,
*
Pesticide-contaminated water or other materials produced by
cleaning the interior and exterior surfaces of pesticide
application equipment, or from rinsing empty pesticide containers
or tanks; and,
*
Pesticide-contaminated absorbent, water, or other materials
generated from cleaning up spilled pesticides; and,
*
Empty, contaminated (unrinsed) pesticide containers.
What is not pesticide residue hazardous waste?
Any pesticide or pesticide-containing material that will be used or
reused according to label instructions for its intended purpose is not
considered pesticide residue hazardous waste. For example, using a
very dilute herbicide solution on site. Also, pesticide residue
hazardous waste does not include pesticide-containing materials where
pesticides were applied according to label instructions. For example,
treated soil, foodstuff, water, vegetation, treated wood and seeds are
not pesticide residue hazardous wastes when disposed2.
How to avoid making pesticide residue hazardous wastes
Here are some methods to help you avoid generating pesticide residue
hazardous waste:

Purchase no more pesticide than you can use in one season.

Measure, mix and load only enough pesticide to do the job.

Apply all pesticide spray solution onto the target site,
according to the industry standards and label instructions.

Completely remove dry or liquid pesticide formulations from
containers. Drain containers holding liquids until dripping
stops.

In the field use water or another specified diluting agent and
multiple rinse (rinse at least three times) or pressure wash
empty containers as often as necessary until the containers are
clean. Always add the collected rinse solution to the spray
solution.

In the field, collect pesticide-contaminated water produced by
high pressure, low volume cleaning (this method reduces volume)
of the interior surfaces of the pesticide application equipment,
such as the spray or mixing tanks, booms, hoses, or spray guns.
Spray the collected mixture onto the previously treated area,
sites or targets described on label.
If you cannot spray the rinsates, or if there is leftover pesticide or
pesticide-containing material because of error or miscalculation, do
the following immediately if you can use the material later:

Collect the material in a container.
*
Label the container with the name of the pesticide contents and
the EPA Registration Number.
*
Date the container(s) on the day you generate the rinsates or
mixtures to use them first.Date the container(s)
These materials may be used as a “product” but collecting, labeling
and dating the container(s) is required.
How to manage empty pesticide containers
How to manage empty containers.
Contaminated, empty containers (unrinsed containers) are “hazardous
wastes” unless they are accepted by a pesticide distributor or
manufacturer for refill, or are decontaminated. If disposed of,
unrinsed containers must be managed as "hazardous waste." This
expensive practice can be avoided by decontaminating them.
At the time of emptying, decontaminate rigid containers (plastic pails
or drums, metal pails or drums, and fiber containers) by:
(1) Pressure or multiple rinsing (multiple rinse with the appropriate
diluant at least three times or as often as necessary to make the
container clean; if possible, multiple rinse nonrigid containers such
as paper containers lined with plastic or foil. Always use this
rinsate for your next batch of pesticide spray mix; and,
2.
Visually verify that the residues have been removed from the
inside and outside of the containers; and,
3.
Dryng the container’s interior surfaces (do this before crushing);
and
4.
Crushing or physically altering, such as puncturing the containers.
(Note: One and five gallon metal containers are to be punctured with
at least three one inch holes in the top and bottom before crushing.
Thirty and fifty-five gallon containers are required to have both the
tops and bottoms cut out and then flattened. Plastic containers do not
need to be crushed.)
Recycle decontaminated glass, metal and plastic containers. If that is
not possible, dispose of containers in a municipal solid waste
landfill (check with your local landfill). Plastic containers may not
be burned, and only small lots of paper containers may be burned if
allowed by the local fire district.

Rembember, if you reuse your rinsates AND avoid generating excess
spray mixtures AND purchase only the amount of pesticide you need, and
recycle your decontaminated containers, THEN you have no wastes to
dispose of. Stop Here!!
