F02HVCBa6 - HVCB First-pole-to-clear Task Force
The HVCB First-pole-to-clear Task Force met on Tuesday Oct. 1, 2002
with 26 present, of which 6 were members. Ken Edwards presented graphs
displaying the differences of the TRV ratings from the IEEE 1979, IEEE
1999, IEC 2000, and proposed harmonization standards. Discussion
ensued around the test duty T60 where the harmonized value was below
both the IEEE 1999 and IEC 2000 standards. The task force concluded
that the issue should be addressed in the HVCB TRV Revision WG. Kirk
Smith agreed to provide IEC studies that were used to develop the
harmonization rating to those attending. In addition seven utility
representatives agreed to provide system configurations to compare
with the studies to establish validity for use in North America.
Rod Sauls presented survey results of a survey conducted by Tom Fields
relating to the need for a first-pole-to-clear factor of 1.5. It was
agreed that if a survey is considered it should be written and
conducted by the task force to avoid biases.
John Brunke presented calculations of system first-pole-to-clear
requirements for Bonneville Power Administration. Discussion resulted
in the need for users to determine the system needs for the
appropriate first-pole-to-clear factor. Seven utility representatives
agreed to conduct calculations of required first-pole-to-clear factor
for their respective systems. These requirements are to be discussed
at the next meeting. The meeting was adjourned with the above action
items.
